Student X is being forced to move backwards/regress.

Student X has been placed in a school that meets educational needs. 

Title1 under NCLB states that alternatives (choices) must enable the students to receive a high-quality education

Title V under NCLB states that LEAs (Local Educational Agent) must meet the education needs of all students...
